SUMMARY
Responsible for full lifecycle application development, particularly for front-end web development, for the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau (USCB). Own the user interface (UI) architecture and overall user experience (UX) implementation for the DBiT Program. Define development standards, make high-impact architectural decisions, design reusable design systems, and mentor other team members. Provide application architecture, oversee modernization activities, guide front-end web development standards, support CI/CD and integration practices, and resolve complex technical issues.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Design, scale, and maintain scalable UI architectures and custom reusable component libraries, and enforce strict performance, responsive layouts, and cross-platform mobile/web compatibility while identifying risks, redundancies, and outdated infrastructure.
- Work in an Agile Scrum execution team to ensure all contract deliverables, program milestones, and reporting requirements are met in support of program objectives.
- Serve as an authority on front-end software development frameworks.
- Troubleshoot advanced rendering, network, and connectivity issues.
- Optimize complex workflows to handle and visualize large data sets and data streams within applications.
- Translate complex technical front-end architectures into clear technical writing and user guides for non-technical stakeholders and senior officials.
- Prepare standard operating procedures (SOPs) and establish engineering best practices.
- Integrate front-end interfaces with structured RESTful APIs, GraphQL, and backend microservices.
- Implement data visualization dashboards to assist in data analysis and system health monitoring.
- Mentor junior developers and review pull requests.
- Conduct robust code reviews to ensure scalability, security, and code maintainability.
- Coordinate with product managers, designers, and QA engineers to align development with business objectives.
- Document business requirements, processes, procedures, meeting notes, and newly discovered requirements in Confluence, keeping the team's knowledge repository current and preventing knowledge silos.
- Participate in Agile Scrum activities, including daily standups, sprint planning, and retrospectives, translating priorities into committed, traceable work.
- Maintain regular and punctual attendance.
SUPERVISORY RESPONSIBILITIES
Serve as a front-end web development SME for the DBiT program; provide direction to application development staff without formal supervisory authority.
MINIMUM QUALIFICATIONS
- Must be able to meet and maintain eligibility requirements for a Public Trust position in accordance with Department of Commerce and OPM requirements. U.S. work authorization is required.
- Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or a related field. Master's preferred.
- Ten (10) or more years of software-development experience across front-end technologies.
- Demonstrated expertise in managing web projects from start to finish with the ability to fix major technical blocks under pressure.
- Demonstrated expertise in designing web systems and choosing frameworks (like React, Vue, or Node.js).
- Demonstrated expertise in modern ECMAScript standards (ES6+) and TypeScript for robust, type-safe application structures, JS Libraries & Frameworks: High expertise in React, Angular, Vue, or Ionic/Capacitor.
- Demonstrated expertise in web layout technologies such as HTML5, CSS3, and CSS preprocessors (SASS/SCSS) to build highly responsive, adaptive layouts, as well as experience handling data-exchange formats such as JSON.
- Demonstrated knowledge of Agile / Scrum practices in a Government CI/CD environment.
- Excellent written and verbal communication skills; experience producing SOPs and technical documentation.
- Must obtain and maintain any necessary security access and/or background checks.
DESIRED QUALIFICATIONS & SKILLS
- Experience building or maintaining a shared enterprise design system across multiple products.
- Experience with secure coding practices and automated security scanning in a CI/CD pipeline.
- Experience with enterprise monitoring and incident response in a federal or regulated environment aligned to NIST standards.
- Familiarity with the Department of Commerce, U.S. Census Bureau, or comparable federal financial, budget, or statistical-agency systems.
WORK SCHEDULE
Full-time. May be required to work additional hours as needed to complete assignment or project.
TRAVEL
The expected travel time is less than 15%.
DRIVING REQUIREMENTS
Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 15%.
WORK ENVIRONMENT
Work is expected to be remote; however, the company reserves the right to require onsite work.
PHYSICAL DEMANDS
Position consists of sitting for long periods of time, bending, stooping, crouching, and lifting weights up to 20 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse. Compensation & Benefits:
- Pay: 160,000-170,000 annually
